Building Kenya's Digital Backbone
A digital foundation or “backbone” helps the government digitize and centralize services, build a more transparent, efficient, and inclusive society, drive sustainable economic growth and improve the quality of life for all Kenyans.
Safaricom has built digital public infrastructure that supports the following government services.
Digitization of Kenya’s Health Eco-System
A consortium of technology companies led by Safaricom was contracted by the Ministry of Health to build a comprehensive, digital framework that will connect and manage all health related data and processes in the country. Contracting was done through a specially permitted procurement process and the contract is worth KES 104 B over 10 years starting in August 2024.
Government Disbursement
Programs like INUA JAMII and CLIMATE WORX are enabled by a Safaricom Universal Payments and Disbursements Platform enabling governments to disburse funds securely and conveniently. Safaricom in partnership with Electronic Citizen Services LLP (ECS) enables beneficiaries of government funds receive money in a secondary wallet which they can cash out at any M-PESA agent countrywide or move funds into their M-PESA wallet for easy access.
Government APIs Platform
In partnership with KRA, GAVA CONNECT is a platform where APIs for government systems can be found, allowing developers and organisations at large build innovative solutions that connect government systems to citizens allowing efficient service delivery. KRA contracted Safaricom to deliver the APIs amongst other services for a total contract value of KES 1.1B starting June 2024 over a 3 year period.
The Digital Health ID
The rollout of biometrics as a form of identity validation at health care facilities countywide enables secure, document-free access to healthcare and is a bold step towards reducing fraud, eliminating misuse of benefits, minimizing paperwork, and cutting down waiting times.
Empowering Citizens Digitally
Many government initiatives are designed to uplift citizens, particularly those who are marginalized or economically disadvantaged. Today those initiatives have been digitized and are now delivered through digital channels.
Safaricom has ensured that citizens no longer need to travel to physical offices, fill out forms, and wait in long queues. Services are accessible via mobile phones, computers, or local digital hubs, for example
Financial Inclusion Fund
As a citizen you can access credit through your mobile phone to support your daily hustle from the ‘Hustler Fund’ by simply dialling the USSD code *254#. Borrowing from the fund is safe, convenient and provides you with a savings component. Safaricom continues to build and improve the platform to support additional citizen services.
National Fertiliser Subsidy Program
As a registered crop farmer you can access subsidized fertiliser and seeds for your farming needs through this program via electronic vouchers sent to your mobile number and redeemable at authorised agro-dealers countrywide. Safaricom provides the eVoucher platform to the Ministry of Agriculture for a contract value KES 25m for a period of 3 years. The platform now offers farmers eVouchers for vaccination.
Equipping Community Health Promoters with Devices
As a citizen, your community health promoter will no longer record the details of their visit manually. Safaricom has provided each CHP with a smart phone and an Electronic Community Health Information System software to record basic medical information during each visit. Kenya has over 107,000 CHPs assigned to handle 100 households each across the country.
